The layout has no columns in it, so every label is the same. The starting number fills the rest of one sheet.
In the print dialog choose Actual size (100%). “Fit to page” shrinks the sheet and pushes every label off its cut. The PDF asks your viewer for actual size, but check before you print a full run.

Check the fit before you print on labels. Print the blank template on plain paper, hold it against a sheet of Avery 8160 up to the light, and check the boxes land on the cuts. Worth doing with any template on any printer: paper size, driver margins and scaling all shift a sheet.

Is Avery 8160 the same as 5160?
Avery 8160 has the same layout as the 5160; it does not differ geometrically. Avery states plainly that 5160, 5260 and 8160 share one template, and the measurements confirm it: three columns of ten, one inch by two and five-eighths, half-inch top margin. A file laid out for one prints correctly on the others.
What changes is the coating. Inkjet stock is more absorbent so wet ink sets rather than beads or smears. Laser stock is smoother and heat-stable. Running inkjet sheets through a hot laser fuser is the mistake worth avoiding: the adhesive can soften and leave residue on the drum.
Does ink spread matter on Avery 8160 labels?
Ink spread on Avery 8160 labels only matters for barcodes. Inkjet output spreads slightly as ink wicks into the coating, and for text this is invisible. It matters if you are printing barcodes, where a bar that prints a fraction wider than specified narrows the space beside it and can push a symbol out of tolerance.
If you are printing barcodes on inkjet stock and scans are unreliable, the calibration sheet lets you find the narrowest bar width your own printer resolves cleanly, rather than guessing.
How do I print Avery 8160 labels from a spreadsheet?

Print at actual size. "Fit to page" rescales the sheet by a percent or two, which is invisible on plain paper and ruinous on labels: every row drifts further off the die-cut than the last. The PDF asks your viewer to print at actual size, but not every viewer honors that, so check the setting in the print dialog.
Should I use Avery 5160, 5260 or 8160?
Avery 5160, 5260 and 8160 are the same grid, so the decision is only ever about the printer and the pack. Pick 8160 if you are printing on an inkjet. Pick 5160 or 5260 for a laser; which of the two depends only on the pack you can buy.
If you are not sure which kind of printer you have, look at how it prints a solid black area. Laser output is uniformly matte and completely dry the instant it leaves the machine; inkjet output has a faint sheen and can still smudge under a thumb for a second or two.
Using inkjet stock in a laser printer is the combination worth avoiding outright. The fuser runs hot enough to soften an adhesive that was never specified for it, and label edges can lift and peel inside the paper path.
